However it a) isn't that strong b) competes heavily with other uses of action economy c) comes way too late in the build d) doesn't feel good for selfish builds.
What solution would you like?
Replace this with a cooler, more powerful and generally useful capstone.
Reduce the power on Reversal of Fortunes and then make that a combat feat.
