Cities instructions in curriculum do not match project #37

instructions.html in the Level3-Module3/_02_Cities is different from the Cities_instructions.html in the curriculum Level3/Mod3Recipes. I highly recommend moving the "real" instructions into the curriculum pages and have the module point to them so we avoid this inconsistency moving forward.
