Upon clicking the .exe: "The specified device, path, or file cannot be accessed. You may not have sufficient permissions to access the item."
Then my Avira Antivirus pops up and displays this warning. Pattern "HEUR/APC" is inside the file., that's why the .exe got contained.
Windows 11.
Uninstall your antivirus first
Its a false detection, u can either whitelist the .exe or build it from the source if u dont trust the precompiled one
