As a customer, I can double confirm my account was created with an email confirmation, so that I have extra reassurance.

Acceptance Criteria

Send an email to the user with the signup details they provided. However this can only be done if they provide an email, as this is optional.

Tasks

[x] Use Django's framework to send email confirmation to users who sign up with an email
