Resolves #2: Move videos on Chrome dev tools and creating websites locally to 1-1-initial-tools-intro.md #3

This fixes issue #2. Also made a couple formatting updates like adding an <hr/> tag after the table of contents just to visually separate the intro stuff from the main content of the page.
