NTP Time Syncing can result in SSL errors on first boot #245

There is an improvement in the balena os pipeline that will make booting and first connect to wifi far more efficient. At the moment there tends to be ssl errors when the time is out of sync and users pull from the library or App Store. There are some checks in place to try and provide better messaging when this happens such as the ntp decorator, chronyd decorator. When the new OS is released these can be removed.
