Update domain for goal library API #1024

Replace jsdev with curriculum.

The curriculum service has published an identical API as the old jsdev service. In order to decommission jsdev, we need to switch over to using the curriculum API.

There seems to be an issue with the new goals API in the production curriculum service. We're getting a Content-Length of 0 and no Content-Type set in the response headers. This is causing some issues with parsing the responses.
