jsdev -> curriculum #1036

Fixes #1024. Fixes #1058.

Overview

Updates config to point to curriculum service instead of jsdev for goal API.
Only places members in voting pools based on assigned phase w/o regard for user permissions

Data Model / DB Schema Changes

None.

Environment / Configuration Changes

default domain for goal library changed to curriculum.learnersguild...

There seems to be an issue with the new goals API in the production curriculum service. We're getting a Content-Length of 0 and no Content-Type set in the response headers. This is causing some issues with parsing the responses.

This PR is on HOLD until the issue with the curriculum app is resolved in production and this change can safely go live.
