Eliminate Auto-Project Creation #1111

Remove all logic for auto project creation (either by PFA or by phase configuration; see src/server/workers/cycleLaunched).

This should include anything related to:

Voting (including voting pools)
Project goals
The execution of the "PFA" (project formation algorithm; see src/server/services/projectFormationService)

Notes:

On cycle init, voting pools should no longer be formed
No users should be able to submit votes for goals
No projects should be automatically formed under any circumstance (currently done after a cycle is launched)
Vote, pool, and project goal data should no longer exist in the DB or data model
All existing project data can be deleted from the DB
