create work-plan index page #1122

As a user I should be able to navigate to /work-plans/, which will show the list of all the previous work-plans for the currently logged in user.

Clicking on an individual project name, should take them to the /work-plans/:projectName route.

Clicking a link in the navbar takes a user to /work-plans/
