Introduce a projects list view that satisfies the following user stories:

See a list of projects
Search for project by name
Search for project by goal id/number
Search for projects by team membership
Filter projects by chapter
Filter projects by start date
View project name
View project goal id/number
View project team membership
View project review scores
View link to project artifact
