What are the benefits of this change, and whom do they impact?
Learners in Level 1 whose stats stay in the red too long are not immediately kicked out, but have a "softer" consequence: they lose their stipend, but can still stay in the game
The game levels have real benefits and privileges for learners to aspire to
The mechanics for moving up and moving back game levels are consistent across the full learner's experience
Description
Describe the change, and provide any needed context.
Replace the "exit conversation" mechanic for learners with a "moving back a level" mechanic. I.e. if one of the benefits of being a level 1 learner is to have access to a stipend, then being in the red for too long should cause you to move back to level 0 and lose that benefit.
