Goal library is more useful

The goal library is going to grow exponentially and it's going to be quite difficult find the signal amongst the noise.

When a project starts based on a goal echo should add a comment to the goal linking to the project channel and tag the goal with "attempted" to signal that it was popular by a previous cohort.
