backoffice: can create / modify chapters, move players between chapters, etc. (rename staff to this)

[x] change IDM code

other roles

player: anyone who plays the game, including software engineering practitioner
support: learning facilitators, guest lecturers on HD curriculum, etc.
admin: superuser
