BACKGROUND

See https://github.com/LearnersGuild/game/issues/116.

CHANGES

Adds config dependency
Re-works database module interface
- Combines separate modules for create, drop and config
- Decouples these functions from top-level script modules used for standalone execution
Replaces most references to process.env.[foo] with refs to central config props
Consolidates webpack dev + production configs
Removes unnecessary global variables
Requires separate .env.[environment name] if using files for env variables

AFTER MERGING

Local

Rename local .env file to .env.development
Add local .env.test file for test execution

Production

Change APP_BASEURL variable to APP_BASE_URL
Add GRAPHIQL_BASE_URL env variable

@prattsj: This looks awesome. Your last fix solved that bug I was getting while starting the server.

If you're going to make changes to config/development.js I can wait to merge. Otherwise I'll pull the trigger now. Just let me know what you want to do.
