Harvest work to close past-due milestones #194

Context

We've gone past our deadlines for several milestones, but this is mostly because the work hasn't been captured and associated with the milestone.

Criteria

[x] For each overdue milestone, find/create issues to get it to completion
[x] Add completed work to these issues
[x] Move all issues related to overdue milestones into review

Changed name of "Oakland POD enrollment process started" to "Oakland enrollment process ready to start"

Closed milestone "Required skills for success identified" (there are related goals in "Mechanics firm", and we are not explicitly defining success by skills, so this milestone is out of date).

We haven't done enough work on either "Oakland enrollment process ready to start" or "Mechanics firm", so I can't harvest the work to close those milestones. They are overdue still, and they each have several open issues.
