quarters not phases #226

only flag with "quarters" is that it sounds very school/college like. Might be fine, but now that I'm thinking about defending our case as "not a school" to regulatory bodies in CA, looking for every inch of ground. Some alternatives: 4 stages / 8 phases? 4 phases / 8 cycles? or if we want to go full sci-fi/fantasy, 4 episodes / 8 chapters ;) ?

I also much prefer the added flexibility of 8 phases instead of 4 quarters, especially given that's how things line-up per geography. We may decide in the future that a chunk of "5 weeks" is meaningful and add mechanics around it. There are fewer quarters, etc.
