Moderators can create and modify "cycles" (schedules)

Open Issues

• How / when are team leads assigned?
  • If a cohort that is further-ahead is on a multi-week cycle, and the cohort further behind is on a single-week cycle, does the team lead from the further-ahead cohort act as team lead for a number of consecutive weeks?
  • Alternatively, do we pull people out of their team for one of the multi-week cycles to act as a lead for an earlier cohort?

    Notes

• all live in a shared GitHub repository
• one cycle schedule per cohort
• YAML file
• each "cycle" should have:
  • a start timestamp
  • an end timestamp
  • a vote cutoff timestamp (derived?)
  • a corresponding chat channel (cohort name + cycle number)
  • if cycle timestamps are modified, corresponding chat channel will be deleted and recreated
