My pass at:

Cleaning up the TODOs in GLOSSARY, stats, and processes affected by teams.
Implementing the Single Transferable Vote algorithm for goal selection
Updating processes/stats with the new ECC (Effective Contribution Cycles) as a basis
Switching to a cycle-based heartbeat as opposed to a day-based heartbeat

Otherwise, I'll just merge to sb/teams and then you can review the PR from sb/teams -> master

Just did a first pass. Looks great. Nice work man. Will do another pass after I take a nap, and then merge.
