Some spelling/grammar/formatting edits and some new copy (mostly sourced from the WIP sections).

New:

Vision statement
Individual heuristics (rules of thumb) in Strategies
Add new strategy

Nice. Thanks for giving these form! I think we'll eventually need to divide the two kinds of strategies into two different pages but for now this is great.
