`lrn-cli` command line tool #20

This is currently a stub that only supports GETs to Data API.

Try it out!

lrn-cli -l debug data itembank/items <<< '{limit: 2}'

Hey, maybe it can be merged now. It's just not feature-parity at all. Probably need some doc, too.

I'd like to hold back on merging until after we've been able to have team discussions with a more product-oriented look as opposed to merging random tools/features (potentially exacerbating the parity problem).
