Update 2024-11 #61

This updates nixpkgs, every flake input, and the Python versions this package is built for.

It also updates some version pins in the CI configuration.

Also, this bumps the package version, hoping I'm doing our flavor of CalVer justice.

Cros-compiliation takes an age. Or has it never succeeded so far? flake.nix says:

  # Define our cross-compiled packages.  This currently does not include
  # the Python package because that cross-compilation fails.
