Using Blight Fury or Blight Panic, can Blight move a single system using the Seeker Golem, as long as the Blight themselves do not move multiple systems (and thus Catapult)?

More broadly, can Blight ever move a single system with ships that are taking a Catapult move, as long as the Blight are dropped off in the first system traveled to?

My opinion is no

Because from Breaking Gate we know that even a single catapult move is still a catapult move
