generate JSON file for ledgerctl from prebuilt when cargo ledger is invoked from a workspace env #26

When invoking cargo ledger build --use-prebuilt path/to/crate/binary --hex-next-to-json build nanosplus, this PR enables to generate the JSON file for ledgerctl
