Specify the steps to add a plugin to an already deployed account when the plugin is not retrieved from the Plugin store.

Full description

Adding any plugin should be possible by for instance just passing the plugin class hash. Different modules (Web, Fresh account, Watcher, Notification Center) would be involved.
