Improve support for custom tools #40

We've begun using Nix-built compilers (for various reason), which:

Have a different exe prefix
Are the only such compilers on the PATH so no absolute paths should be needed
Do not use a sysroot

We made these changes to support our mehtod in addition (rather than instead!) to the convention method, and are hoping they can be upstreamed.
