Re-write of HdrHistogram.NET as a stand alone repository.
This set of changes is the start of the independent (unofficial) HdrHistogram for .NET. It adopts idiomatic .NET practices and types and completely severs the code base from Java. The repo does however keep its roots from the official project so keeps the commit history.

Rename members and Types to match .NET naming conventions (PascalCase instead of camelCase for example)
Restructured folders to match standard .NET/VS structure (not Java)
JAVADoc comments to .NET XML comments
Removed broken test
Fixed tests that when run in Releae mode failed with Divide by Zero exception (corrected us of StopWatch timing)
Removed Console Writes in prod code
Removed AtomicLong and AtomicLongArray (controversial?)
Favor LINQ and IEnumerable standards over Java Iterator pattern.
