File type .ep not recognized in explorer and cannot set file type to Pencil document

What steps will reproduce the problem?
1. In windows explorer, locate a pencil document file (.ep)
2. Right-mouse-click on the file, and select "Open with.."
3. Choose Pencil as the program you want to use to open the file. *(browse to 
Program Files to locate Pencil)
4. Open the Pencil file (with Pencil).

What is the expected output? What do you see instead?

Expected: 
When opening the pencil file by double-clicking the pencil document file in 
windows explorer, Pencil opens the pencil document.

Actual:
When opening the pencil file by double-clicking the pencil file, the program 
Pencil is opened, but the pencil document is not.

What version of the product are you using? On what operating system?
2.0.3, Windows 7

I can verify the same issue in Mac (version 10.6.8) using EP v2.0.3
