minimize panel buttons stop appearing #129

After hovering over a panel and moving the mouse on and off that panel, the 
minimize button appears less and less.  It gets difficult to click on the 
minimize button, because it disappears so quickly as you move your mouse toward 
it.  This occurs in both the right and left panels.

It appears that selecting a different editing mode (switching to Camera Curves 
and then returning to Viewpoints) resets the minimize buttons and makes them 
more persistent.

This needs review to see if it is still valid for Kuda2. These need to be 
retested and opened as needed. On hold for now until that happens. Commend as 
needed.
