Child poverty target 4: Persistent poverty #335

From #285, fewer than 5% of children living in families in persistent poverty, defined as at least 3 of the last four years in relative (not absolute) poverty.

Closing this as calculation of persistent poverty as composite variable done in #345.

Reopening this as not 100% happy with issue of missing data being represented by default value of "0" (i.e. not in persistent poverty). Should be represented by specific "unknown" value, then either filled forward or imputed.
