creating 16 year olds from child data and inherited household data. #422

can we create proper 16 year olds rather than decrement nkids when someone hits 16.

build their attributes based on what the parents/households/child data say about them.

for new births not in the child data they may have to be completely simulated. data matching based on available traits using repl pop as a pool?
