adding in 6 legacy benefits variables. some cleanining.

creating composite new 'universal_credit' variable. 1 if any of these benefits satifeid 0 if none. -9 if any variable missing (mostly pre 2015).

@ld-archer scp intervention not in dev yet. leaving this here for now but needs testing on new interventions.
