400 legacy benefits #426

Merge the work to identify individuals that are receiving legacy benefits, and therefore should be in our universal credit group for interventions (specifically SCP interventions).

Closing to open a new PR with a copy of branch 400-legacy_benefits as I need to merge 231 into that before merging back to 231.
