Implement the correct baseline for Scottish Child Payment interventions

We need to create the correct baseline conditions when comparing SCP interventions, which means getting the initial SCP right.

Timeline:

Feb 2021 - SCP introduced, £10 per week per child, only children under 6 years old. April 2022 - Doubled to £20 per week per child, now available to all children under 16 Nov 2022 - Increased to £25 per week per child

Robs idea is to create a 'SCP baseline' intervention, where we would implement the changes listed above but with no further increases to SCP. This means we can avoid changing the baseline case for all interventions, although we might want to talk about whether we actually do want to set this as the new baseline as this is real life.
