[ ] get council tax back in composite data gen because that change never went through for some reason..
[ ] update council tax prices to change yearly backtracking from 2023/24 percentage change per year.
[ ] get council tax in handovers so this never happens again.

side note it may be worth recalculating council tax for the replenishing population every year. if we take individuals from multiple years will need to realign their tax to the current year. additionally how do we deal with council tax change beyond available years? could just implement an X% increase per year beyond 2023. slightly naive but can't think of a better simple way to do it. think this is a more general problem of aligning the repl pop. we've overlooked it really.
