looks fine to me as long as its been tested. why are we using 2018/19 model as the target rather than 20/21?

Baseline is running. @ld-archer, you happy with this? Based on discussion on 11/03/24.

Sorry for delay but yep looks good. Don't think it really matters between the 18/19 model or the 20/21, this will all be replaced soon enough.
