Ability to swap enabled maps in-lobby #28

this could end up being a massive pain, but i'm willing to do it sometime

currently, the Enabled Maps menu is disabled in the lobby, requiring you to relog to change the enabled maps

some things will need to be changed for the Enabled Maps button to work in the lobby without causing immense instability

apparently that commit didnt close the issue, so i'll do that now
