1.18.2 server backend

Currently the server runs on 1.17.1, this has the downsides of modded maps needing to be on 1.17.1, causing confusion on how to make mods. 1.18.2 also has some performance improvements to the server and datapacks, which could be useful

the current issues with updating to 1.18.2:

• 1.16 viabackwards may become broken or have to be removed from the public server
• all dependencies need to be updated to 1.18.2
• the datapack needs to be updated to 1.18.2
• mods can no longer be made on 1.17.1

when 1.19 comes out, i would also like to update to it at some point, for modders being able to use new blocks and allay spectator mob

i feel with some of the performance issues we're having some mods like very many players and servercore are not an option for us due to their lack of 1.17.1 is becoming a very real problem for optimization, updating to 1.18.1 or 1.18.2 might become nessecary
