Enables writing to a P08 PCM.

Tested with AVT on P08 only so far.

P01, P59, P10, P12, P12a need to be tested for regressions as the timing loop when enabling Vpp for intel has changed.

P08 OSID Database needs to be added before release, this is flash functionality only.

P01 is broken, do not merge. I will update the pull request when more PCMs are tested and issues resolved.

closing for in favor of gampys branch. will re-apply some parts (eg OSIDs) to a later branch.
