[CM13][20160417][hallon] WiFi detects but doesn't connect #1093

Hallon finds my wifi but after providing passward, it changes to saved. in few secs searching.... and again saved. sometimes it connects but immediately disconnects. I tested it in 3 diff WiFi connection. Other devices are able to connect

similar problem on urushi, does not connect to saved networks, needs manual click on saved wifi name to connect
