The mouse should be used for the following in the color palette editor:

initial positioning of the color palette frame
tracking the cross-hair cursor to automatically select the color cell associated with the image pixel under the cursor
moving the palette frame to a new location (\ key)

When positioning the frame, left mouse button should place the frame.
