For all routes except POST /api/v1/account:

Checks last user activity timestamp against current date. If it has been a new day, reset the gold balance.
Checks if there is a cost associated with API request
Checks if gold balance can cover cost (if not, throws 422 Unprocessable )
Updates gold balance
