Bukhis TP moves apply debuffs incorrectly.

Steps To Reproduce / any other info: Bukhis's TP move Ruinous Scythe and Lethal Triclip apply a max HP down. Per ffxiclopedia (http://ffxiclopedia.wikia.com/wiki/Bukhis) max HP down should not apply to a toon with the max MP buff from the cruor prospector. Immortality has the cruor buff and the debuff is still being applied to her. Both moves are also applying a max MP down effect when they should not be.
