Multi-Language Support

The purpose of this draft PR is to introduce multi language support for people that prefer to use the tool in other languages. Currently there is only basic support for spanish and ofc default support for english.

TODO:

• [ ] Full translations for spanish
• [ ] List of languages that should be supported
• [ ] Translations for said languages
• [ ] Rework Mark Filter and ComboBox to support multi languages
• [ ] Rework code that updates the form to use translated strings instead of hardcoded ones

Keep in mind this is an in progress draft PR and any help by anyone for these translations is appreciated!

@Lincoln-LM feel free to reopen this if you feel like picking it up again, but it's been stagnant for 4 months so I'm gonna close this! We now use PKHeX.Core too which has a lot of language options so that might be worth looking in to :)
