Bad Spawns in Felucca and Trammel #1

What steps will reproduce the problem?

1. Install r13 on clean RunUO 2.1 ... acording to the Guide in RunUO Forum 
(FRESH INSTALL)
2. on Serverstart some [Warning]'s

Screenshot and Log's are attached ...

I am responsible only for PremiumBadspawn.log, because badspawn.log was made by 
RunUO Team.
