We have to choose a main provider for VMs and maybe services similar to Google BigQuery (i.e. scalable and performant data storage). This decision has to be documented.

Possible candidates:

Google Cloud (actually personally my preferred option, as it has worked well for the Trisma project at QUT)
AWS
Heidelberg Cloud
