Add a button to email to Chelsea ISD if the user is in Chelsea #405

City wants to get reports this way, probably don't want a button for other cities that we have an email address for.

The email button should be an upstream feature. See: https://github.com/SuffolkLITLab/docassemble-AssemblyLine/issues/194.

We will likely want to add another bundle just for the files ISD gets.
