Update phrasing for stove/oven problems in kitchen category? #465

Right now the phrasing could be confusing because it has two very similar options:

  1. No working oven or stove
  2. Stove or oven not working

I assume the first means that there is no oven or stove on the premises, whereas the second means that the oven or stove on the premises is not working.

Even though this is referenced in the same sanitary code section, updating this to more accurately reflect each issue will help users understand which option they should select.

This issue might be with MadeUpToCode, not GetUpToCode.
