Reason for this PR

Add Discovery

Would like @nonprofittechy and @tobyfey to review the conditions used in:

document_requests.yml
interrogatories.yml

Note:

Discovery is added automatically within EDDE interview.
Consider making discovery a standalone interview.

To do before merge:

[X] Ask about discovery after user has reviewed answers
[ ] Add motion for continuance to conduct discovery (Add that if you request discovery you can ask to delay hearing)
