Vault dependency #14

Maybe we should make the vault dependency optional. It now is required for the formats to work because of group getting but we could maybe add in hooks for luckperms & pex and others. This is a maybe I'm not too sure as I like the use of vault but I hate having dependencies.

When not finding the group or not finding vault we will go to the default format.

We also have placeholder api support so if they don't have vault but do have a permissions plugin which supports placeholder api we can still use that. if not we go to default format.
